Private Education Act

The Skills and Workforce Development Agency (SWDA), a new statutory board under the Ministry of Manpower and jointly overseen with the Ministry of Education, has been established through the merger of SkillsFuture Singapore Agency (SSG) and Workforce Singapore Agency (WSG). With effect from 1 July 2026, SWDA has been exercising the functions and powers under the Private Education 2009 and its subsidiary legislations.

The Enhanced Registration Framework (ERF) sets the minimum standards that all Private Education Institutions (PEIs) must meet through the mandatory registration requirements.

The EduTrust Certification Scheme (EduTrust) is a quality assurance scheme administered and governed by Skills and Workforce Development Agency (SWDA) for Private Education Institutions (PEIs) in Singapore. The SWDA functions independently as the regulatory authority of the private education industry in Singapore and is responsible for all decisions under the EduTrust Certification Scheme. SWDA aims to raise industry standards, ensuring PEIs provide higher-quality educational services and better student/ graduate outcomes.
